Mr. Chen Xiaoguang started his career in August 1964 and joined the CPC in February 1986.

 His successive portfolios include: Deputy Editor-in-chief and Editor-in-chief of the Lyrics Journal of China Musician s  Association, Deputy Editor-in-chief of China Art Press, Secretary of the CPC Committee of China Musicians Association and 

Ministerial CPC Committee Member, Secretary of Secretariat and Vice Chairman of China Federation

 of Literary and Art Circles. Member of the 8 th , 9 th , 10 th  and 11 th  CPPCC National Committee, Deputy Director of the National Committee of Education, Science, 

Public Health and Sports in the 11 th  CPPCC.

Since March 2001, Mr. Chen Xiaoguang has served as Member of the Ministerial CPC Committee of the Ministry of Culture,

Vice Minister of Culture and Vice Chairman of China Federation of Literary and Art Circles.
